B. Call them directly and tell them what territories they have available. They'll send you information on becoming an owner.
C. Look up listings in Larger cities to find Cleaning franchises that have yet to come to your city - these are the ones you go after. Find out everything you need to know about B and C options, and even search online.

you don't need to spend that kind of money on a franchise - get a book from bookstore for $15-25. I've seen books on starting a cleaning business. www.entrepreneur.com has complete binder kits with everything you need to start diff specific types of businesses for about $80 each
