Don't put her in Baggage! That will stress her out. Buy a Sherpa Bag-they're awesome. Mine is so much like a duffle that no one can tell my dog is in there. Too much publicity makes her nervous. It has sheepskin lining so it's so comfortable for her. Make sure she can stand up and turn around.
Take her to the vet about a week before and get a certificate of health.
Make a reservation for her with the airline. Airlines charge about $200 for pets. You don't want last minute surprises saying she can't get on the plane. Make sure she has had her rabies shot at least 30 days before the flight. No last minute shots.
I tuck my Pom under the seat in front of me in her Sherpa. Some airlines require food and water in the carrier with her. I always bring it in a sealed tupperwear container because my dog rarely drinks or eats during the flight and I hate her to get wet and uncomfortable.
My dog gets travel sick, so I give her just a little benodryl (not much at all-my dog's only 5 lbs) to calm her nerves. Ambian is no good for tiny dogs. I know Yorkies are pretty small, so I would stay away from that stuff.
I tuck her favorite duck in there with her.
My dog just sleeps the whole flight. I have flown with her 6 times, 2 times internationally to France from California, and she has been fine.

Two years ago we moved from Australia back to America after spending seven years there. We bought a golden retriever there and refused to leave him behind. Depending on where you're flying to, ask if you can carry her on (she's small enough but laws and airlines vary) if not, give her something of yours. Put an old t-shirt, some toys and stuff you've handled in there with her. Also, talk with your vet and ask them if they can prescribe an anxiety reducing pill (again, some airlines don't accept drugged dogs check ahead). Finally put a stuffed animal in there (preferably sleep with it a few days ahead of time) the smell of you will be comforting and relaxing.I'll be relocating with my 3 yr old yorkie, but she's never flown. Perhaps she will have to go in Baggage. Different regulations abound. However 22 yrs ago I moved across the Atlantic with 2 dogs and a cat, LONG flights, they all arrived alive. The cat had peed in her carrier but otherwise fine. I have no doubt they did not enjoy the flights but all was well.
I think that pet stores or even vets sell ambien pills made especially for dogs of all sizes to help them sleep through a trip so they can relax and not be so stressed out. We did that for our dogs and it help calm them during the car ride.
Take her on board with you, don't put her in luggage. Give her some Rescue Remmedy before you fly.
