Charge the parents a deposit for the tokens, on return they get the deposit back.
A deposit that outweighs the value of the token plus a free lolly for each child is a surefire way of making sure parents hand them back when they are about to leave. (a) the parent will want their money back (b) pester power from the children will make sure they get their lolly. Explaining that it is for their own child's safety by regulating numbers should make it a bit easier to swallow for them, after all, you're not charging more, you give them the money back within a couple of hours.
Give them a rubber wrist brace. They are very cheap, colorful and soft. No need for pocket at all but you do need an arm or leg.
Of course we can never be 100% sure that they don't lose it.You know they do get crazy while they are playing. We can only reduce the chance of losing.
RFID wrist bands. (RFID - Radio Frequency ID) They will uniquely identify each child and each child can be linked to an adult. You can have your premises wired so that you can have a real time view of where the children are, and where each corresponding adult is. You can also track your employees this way, to make sure that there is proportionate supervision, and move your assets to where they are needed.
You can also be alerted when a child leaves the premises without the accompanying adult.
As a caution, this isn't cheap, but it can be leased equipment. Let me know if you need a contact for this type of system...
I think a radio-tag system would be too expensive (and you seem to suggest that you don't need it for security primarily but just for keeping better control of whats going on). The best solution so far given is the rubber wrist bands...I would suggest that a velcro wrist-band type of system would be better. That allows you to adjust the thickness and there is no risk of cutting off blood supply as with an elasticated system (and a Velcro device can be attached easily over clothing, even over a coat if required). Since you are already using tokens then maybe you could combine the two ideas and have a soft fabric strap which is secured with velcro but also have velcro attached to the back of the tokens so these can be attached and removed as well. That means you can vary the system later (switch to colour coding or whatever) and could even upgrade to an RF tag solution if necessary (ie swap the tokens for the tags).
